The researchers conducted the study at Pampanga 1 Electric Cooperative, INC in Sto. Domingo, Mexico, Pampanga. The researchers developed an online Android-based portal for PELCO 1 consumers and an online Web-based management system for administrators. The primary objective of this study is to create an online portal that will improve the current system where consumers can receive and view monthly bills, announcements, and power interruption schedules. The study aimed to help the consumers receive electric bills and important announcements on time as well as a reminder for due bills. The researchers used the descriptive method as the research design of the study. They gathered data through interviews, observation, Internet research, and questionnaires or surveys. Additionally, analytical tools such as the System Flow Diagram, Data Flow Diagram, and Entity Relationship Diagram were used to design the system. The researchers developed the system using PHP programming, the Laravel Framework, Livewire, and XAMPP, among other technologies. According to the results of a study, the overall grand mean was 3.50, indicating that respondents strongly agreed that the developed portal is convenient, functional, and useful. Moreover, PELCO 1's administrator affirmed strong support for the Web-based management system's convenience, functionality, efficiency, and security, with a mean rating of 3.50. The validation of the system by five IT experts resulted in a grand mean of 4.00; this proves the portal and website's efficiency, compatibility, usability, reliability, security, maintainability, and portability.
