The study focused on the profile of the respondents. Findings showed that the respondents mean age was under the bracket of 36-40. Most of them were females, were Master's degree holder and had 0-5 years length of service. As to the level of quality of work life, the respondents strongly agreed that their working environment contributes to the quality of work life. In terms of work itself, the respondents strongly agreed that they are physically fit to perform their jobs. As to compensation, rewards and benefits, the respondents strongly agreed that they exert extra effort to be promoted. When it comes to the factors that influence the Quality of Work Life, the highest factor fell under their attitude towards work. As to the relationship between the profile and the factors, Pearson chi-square results showed that age had highly significant relations.On the other hand, Pearson-r results on the relationship between the level of the respondent's quality of work life and the factors were all highly significant. Lastly, a 5-Year Human Resource Development Program was designed to contribute to the Quality of Work Life of the employees of PSAU regardless of the status. This HRM Program may help the administration especially the employees to assess where they lack and how to achieve short-term and long-term career goals.
