Abstract Science education brings about change to develop a new skill, understand a scientific law, and change an attitude in learning. Instructional materials like laboratory manuals should be beneficial to mount up from engaging students in quality science activities and experimentations. However, there is a shortage of these materials in Senior High School. This research aimed to develop and validate a learner-centered and competency-based laboratory manual on Physical Science Subject for Senior High School. Research and development design was employed in the study which consists of the following phases: preliminary, planning, designing and evaluation. The developed laboratory manual contains sections on learning competencies and objectives, materials and procedures with safety guidelines, guided questions, generalization and conclusion and key points. Learning Resources Management and Development System (LRMDS) evaluation form was used to evaluate the laboratory manual by the five Senior High School Science Master Teachers and two LRMDS Coordinators who served as experts. Their comments and suggestions served as basis in the improvement of the material. The laboratory manual was rated passed in terms of content, format, presentation and organization, and accuracy and up-to-datedness of information. This indicates that the developed laboratory manual is appropriate for use by the Senior high school learners and beneficial in terms of promoting learner-centered and competency-based instruction. The material developed in the study may be proposed to the Department of Education as supplementary teaching material to assist Science teachers in designing their lessons and as a reference guide in teaching Physical Science.
