This study was an attempt to determine the following: profile of the employees involved in the government procurement system, what is the level of compliance of SUCs in the implementation of R.A. 9184, problems encountered by SUCS in the implementation of R.A. 9184, the relationship between the respondents' profile and problems encountered by SUCs, relationship between the respondents' profile and extent of compliance, relationship between the problems encountered and the extent of compliance, and what actions are necessary to enhance the implementation of R.A. 9184 to provide better service in the procurement process of the procuring entity. This study was conducted in four (4) SUCs of Pampanga and Tarlac in 2019. The respondents were selected based on their involvement in the procurement procedure of the SUCs. One set of survey questionnaire was used in gathering the data which were analyzed using frequency, percentage, mean, standard deviation, and Pearson chi-square. Findings confirmed that respondents of SUCs had been in the service from 3 months to more than 20 years, majority were college graduates and had been in the procurement process from 3 months to more than 20 years. Out of the 12 problems presented, the respondents agreed on 7 problems to be existing, the respondents concur that there are inadequate training and seminars' on procurement, there is lack of manpower tosupport procurement process, there is also poor planning in the procurement activities resulting to difficulty in preparing technical specifications, there are varying interpretations of what is covered by R.A. 9184, there are fewer bidders & suppliers interested in participating in the procurement, and there are issues arising from PhilGEPS posting while they disagreed on the other 4 problems that Government Procurement Reform Act (R.A. 9184) procedure is not disseminated appropriately to employees, there is also no delay in the approval/review process of the procurement.
