The study was conducted in Arayat, Pampanga which is consisted of 30 barangays and only 27 barangays in Arayat are engaged in rice production. A total of 100 respondents were identified in the study. A minimum of 10 respondents per barangay were interviewed. The researcher used a random sampling procedure. The majority of the respondents between the ages of 51 - 60 years old. Majority of them were male, married and the highest educational attainment is Elementary graduate. Majority of them are rice farmers while few have other occupation such as tricycle driver, government employee, private employee and self-employed. In terms of the household number 49% of the respondents had 5 to 6 family members. As for the years in farming 42 respondents had a 31 to 40 years experienced in rice farming and 40 of the respondents had a land area between 1.1 to 1.9 hectares of land for rice farming. In term of the tenure status 88 of the respondents owned the land they tilled. When respondents were asked on their farm practices, 100 of the respondents planting method is direct seeding, 57 of the respondents use fully mechanize on their farm activity and 64 of the respondents plant rice twice a year. As for the production 47 of the respondents produce 100 -199 cavan of palay, 63 of the respondents able to sell their produce 12 - 15 pesos per kilo and 49 of the respondent total estimated income per cycle range from P 100,000.00 to P 199,999.00. As for their average cost and return of the respondents, it reveals the average labor cost is P44,926.00 while the total average material cost is P43,385.00 and total cost of production is P88,311.00. The average gross income is P192,326.00 while the average net income is P 104,014.00. In terms of RCEF majority of the respondent were aware of the RCEF and most of the respondent target concept for the RCEF is to increase the price of palay and lower the price of inputs.
