Pare 1me-cat Floods are one of the disasters that is feared by people in society. And in oogle Masantol, Pampanga, flood is primarily a concern caused by overflow or clogged drainage systems from urbanization. Wherein the situation is affected by the river Goke; system and local terrain. And moreover, flood calamities result in severe harm, including the loss of life, property, and livelihood. The researchers defined the following objectives to help the citizen of Masantol, Pampanga in minimizing the problem and intermediate response that could alert people who were in the area frequently affected by floods; a) to develop MARC | a mobile application that uses loT technology to capture the river water levels; b) to provide a mobile emergency alarm feature that will notify the user of Masantol, Pampanga when the river exceeds its water-level; c) to develop an informative application that provides the user a reliable data and can be save for future use. The research methodology used in this study is prototyping model for them to distribute all the information as clearly as possible. The data were gathered through study, observations, interviews, and survey questionnaires. The nfo | Additions researchers conducted a survey and system evaluation with ninety-five randomly selected citizens of Masantol, and two professional IT experts as respondents. It is used to verify that the application functioned property, that each feature worked properly and effectively. The study concluded that the created android application named "SALBA" (Systemized Alarm for Low Basin Areas) is highly beneficial to the management and their rescue team will have the capability to respond as quickly as the system notifies during emergencies, as well as its purpose and goal, which can monitor the state of water and inform individuals who live in Masantol, 1 t Pampanga, who are frequently affected by floods. ree iacwng sed ystomete MLS as wob truments used wee (3) ig that ean ed.
