Lorenzo, CPA The study aimed to determine the level of compliance of PSAU with R.A. 9184 or the Government Procurement Reform Act. Specifically, it sought to assess the level of compliance of PSAU with R.A. 9184 according to transparency, competitiveness, streamlined procurement process, system of accountability and public monitoring principles of government procurement; if there is a significant difference in the responses of the implementers, admin personnel, end-users, suppliers and contractors with regards to the level of compliance of PSAU with R.A. 9184; if there is a significant relationship Setween the number of years in service at PSAU of admin personnel and end-users and their responses on the level of Sompliance of PSAU with R.A. 9184 and its revised IRR; the problems encountered in complying with R.A. 9184; and the solutions and recommendations in order to be compliant with &2.A. 9184 and its revised IRR. There were three groups of respondents who participated in the study. The first group consisted of eighteen (18) implementers comprising of BAC members, TWG and Secretariat. The second group was composed of forty-two 42) admin personnel and end-users, while the last group was composed of forty-eight (48) suppliers and contractors. The qualitative descriptive atudy used three sets of questionnaires as data gathering tool. The questions were categorized according to the five (5) principles of jevernment procurement. The results were tabulated and xrnterpreted using frequency, percentage, analysis of wariance, T-test and Pearson -r. Findings revealed that PSAU was highly compliant with R.A. 9184 and its revised IRR. The level of compliance for the system of accountability principle obtained the highest wean; there is a highly significant difference in the responses of the implementers, admin personnel, end-users, suppliers and contractors on the level of compliance of ®SAU with R.A. 9184 for transparency, competitiveness and Master in Public Administration April 2019.
