Designing digital flipbook and flexibly applying technology tools are the key issues for current information technology integrated education. Digital flip book achieved mastery of one unit of content before moving on to another instruction through individualize learning of the students. Digital flip book, as a self instructional material, can be used as a supplementary material to help the students improve their mastery in lessons. This study aimed to develop and validate a digital flipbook that would serve as a teaching material which can be used in blended instruction. The study used the design and development research (also referred to as Intervention Design and Development) which is pragmatic by nature. This research study went through five stages namely: planning, designing, consulting, constructing/creating and editing stage. The K-12 curriculum guide for English 9 was the basis of the learning competencies in which the researcher provided the culminating opportunities for the grade nine students, demonstrated a complete understanding of the subject, and the ability to apply them in practice. It was carried out in a two-phased manner. Phase 1 which was the development of the material, and phase two was the validation process. The digital flip book was evaluated by the two sets of validators. The first set were: (1) one head teacher in English, one school principal (English major), one subject teacher (English major), and one English critic, who evaluated the content of the module for the target learners. The second set were four ICT experts who evaluated the technical or technological aspect on the digital presentation of the module. The results of the study revealed that: (1) the procedural frameworks were needed to follow in the development of the digital flip book, and it should provide input of the topics and set of activities to develop the learning competencies of the grade nine learners to maximize learning, (2) the content, format and design, technical or technological, and pedagogy of the topics presented in the digital flipbook are generally commendable and can be used as a reference or instructional material in grade 9 English.
