Formatted contents note | The study aimed to assess the agri-business operation in the Sacobia Development Program before and after the eruption of Mount Pinatubo and lahar activities. Specifically, it aimed: 1. To identify various programs undertaken in Sacobia between 1981 and 1995; 2. To assess the performance and extent of accomplishment of the program in the context of production and income; 3. To determine and analyze descriptively factors and other problems affecting the operation; and The study concluded with implication of the findings and recommendations. The data were derived from the mandate, plans and accomplishment reports available in Sacobia office and thereby using a descriptive method and interviews in treating the informations. The study concludes that the SDA was highly accomplished in its mandate and targeted projects in crop, agro-forestation, livestock and fishery production prior to Mount Pinatubo eruption. These accomplishments are measurable in terms of production and the potential for income and employment. All projects have gone through partial turn-over to beneficiaries. In assessing the factors affecting the operation of the projects in Sacobia area, it was determined that the Mt. Pinatubo eruption had contributed significantly. In addition, the unwillingness of the Congress to approve the budget allocation to rehabilitate the projects and the inability of the management to convince higher authorities to support the Sacobia Development Authority. Sacobia programs can be restored with the provision of funding assistance through intervention of government financing institutions and departments that are supportive of similar programs, considering that one of the government's thrust is to boost the agriculture sector nationwide. It is worthwhile to transform and re-develop the Sacobia area to its former productive level. This is also consistent with the thrust of the Clark Special Economic Zone where Sacobia is part and parcel in the planned effects to make it as the food bowl of Central Luzon. |
