This study aimed to know the factors affecting the reading performance of grade seven students in accordance with the overall results of the national assessment revealed in DepEd Memorandum No. 173, s. 2019 "Hamon: Bawat Bata Bumabasa (3Bs Initiative)" which fosters the need to strengthen their ability through learner's reading skills and cultivate a reading culture that is a prerequisite in all subject areas. The Phil-IRI material-Pretest was used to determine the set of criteria in identifying the reading performance of the participants under frustration level. A qualitative interview guide was modified to meet the research objectives, and during the face-to-face interview with the participants, a recorder was used. The data were read and reread after which phrases and themes were drawn out and then grouped together to form clusters of meaning. With the result, the researcher created a proposed reading material tailored to their interests and capabilities in order to develop their capacity to construct meaning and to enhance their reading performance.
